Manusia Sebagai Makhluk Berakal Sehat.

            Dalam rangka teori interaksionalisme, manusia ditempatkan dalam posisi berhadapan dengan lingkungan dan dalam posisi itu ia berinteraksi dengan lingkungannya. Interaksi itu dilakukan manusia pertama kali dengan penginderaannya. Setelah itu apa yang diindrakan akan diproses lebih lanjut dalam alam kesadaran manusia (kognisi) dan disini ikut brpengaruh berbagai faktor yang terdapat dalam kognisi itu seperti memori (ingatan) tentang pengalaman masa lampau, minat, sikap, motivasi dan intelegensi orang yang bersangkutan. Hasil pengolahan itu akan berbentuk penilaian terhadap apa yang diinderakan tadi dan atas dasar penilaian itulah muncul tingkah laku. Disini manusia menjadi makhluk bereasonable (berakal sehat). Orang yang melanggar peraturan lalu lintas misalnya, bertindak sesuai akal sehat jika ia menilai situasi lalu lintas cukup aman, sementara ia adalah seorang dokter yang harus menyelamatkan nyawa pasiennya. Sedangkan jika ia melanggar lalu lintas itu karena meluapkan kemarahannya dan ia tetap melanggar lalu lintas sedangkan keadaan lalu lintas tidak aman, maka orang itu tidak bertindak sesuai akal sehat.

            Kesalahan yang sering dilakukan oleh pejabat, pengelola lingkungan, perancang lingkungan,  dan sebagainya adalah menganggap orang hanya terdiri atas satu aspek saja dari kognisinya, misalnya menganggap manusia itu selalu rasional sehingga untuk mengarahkan tingkah laku orang cukup diberikan penerangan saja. Misalnya memberi penerangan masyarakat tentang kesulitan-kesulitan hidup dikota besar dengan harapan orang akan berhenti berurbanisasi. Ternyata orang-orang desa masih tetap saja mengalir kekota. Atau menganggap orang hanya terdiri atas emosi saja sehingga cukup mengarahkan masyarakat dalam bekerja bakti cukup dikeluarkan surat perintah dari pejabat tinggi diwilayah itu dengan harapan bahwa masyarakat akan mengikutinya karena segan dan hormat kepada pejabat itu. Anggapan bahwa manusia adalah makhluk reasonable dengan segala unsur dalam kognisinya sebagai satu kesatuan yang utuh dan saling terkait akan mengurangi kesulitan-kesulitan dalam mempengaruhi tingkah laku orang seperti diatas.
